Leftover Sonix reference code cleanup. Sometimes when there is
traffic on more than 1 ep's packets would be dropped before they
could be handled. Clearing the status flags after handling them
takes care of it.

* ChibiOS: USB HID control request as dedicated struct
Instead of accessing the raw USB setup packet and documenting the values
as the corresponding USB HID control request fields we introduce a
struct that allows direct access to the fields. This is safer and self
documenting.
* Rename usb_request.h to usb_types.h
In the future all shared USB data types can live in this file.
* Respect USB_SUSPEND_WAKEUP_DELAY on wakeup
This delay wasn't honored after removing `restart_usb_driver` from the
suspend and wakeup handling. It is now re-introduced in the appropriate
spot, namely after issuing a remote wakeup to a sleeping host.
* Remove old, unused and commented testing code
Problem:
`mousekey_task` spams empty hid reports with when a mouse key is
pressed, causing resource exhaustion in the USB mouse endpoint.
Cause:
The check whether or not to send a new mouse report would always
evaluate to true if a mouse key is pressed:
1. `mouse_report` has non-zero fields and `tmpmr` is a copy of this
fields.
2. `mouse_report` is set to zero, `tmpmr` has now non-zero fields.
3. `has_mouse_report_changed` compares the two and evaluates to true
4. a mouse report is sent.
Fix:
The check condition of `has_mouse_report_changed` will evaluate any
empty record as unchanged, as mouse report data is relative and doesn't
need to return to zero. An empty report will still be send by
`register_mouse` on release of all mouse buttons.
Running the "HID Tests" suite of the USB 3 Command Verifier (USB3CV)
tool resulted in the following error:

Errors: Error: LOGICAL MAX MUST be bounded by Report Size
The error stems from the fact that logical minimum and maximum are
global items, which means that the next item in a report descriptor
inherits the value from the previously set value. In this case the
status leds item inherited the logical minimum (=0) and maximum (=255)
from the keycodes item. As the status leds set a report size of 1 bit,
wich can only hold a boolean, it becomes clear that this range would
never fit.
The fix is straightforward, we just define a appropriate logical maximum
(=1), the mismatch is solved and our keyboard now passes the compliance
tests. Defining the logical minimum is redundant in this case but is
kept to form a logical block.

ChibiOS OTGv1 driver has a remote wakeup bug that prevents the device to
resume it's operation. 02516cbc24647f522eee975e69cc0c8a925470eb
introduced a hotfix that forcefully restarted the usb driver as a workaround.
This workaround broke multiple boards which do not use this driver /
peripheral. With the update of ChibiOS this hotfix is now obsolete.
* Remove restart_usb_driver overrides
they are no longer necessary as the workaround is not needed anymore
for stm32f4
* Remove unused RP_USB_USE_SOF_INTR defines
The SOF interrupt is enabled dynamically by the RP2040 usb driver
...by moving the actually timing critical `enter_rx_state()` and
`leave_rx_state()` functions to RAM in order to not be affected by XIP
cache spikes. This commit also reverts the hacky USB interrupt disabling
that was done in 293c53d774
From the ChibiOS HAL I2C driver pages:
After a timeout the driver must be stopped and restarted because the bus is in
an uncertain state.
This commit does that stopping explicitly on any error that occurred, not only
timeouts. As all the i2c functions restart the peripheral if necessary it is
safe to do so.

* PMW33XX drivers overhaul
This combines the PMW3389 and PM3360 drivers as they only differ in the
firmware blobs and CPI get and set functions. The following changes have
been made:
* PMW3389 now gets the same multi-sensor feature that is already available on the
PMW3360.
* Introduced a shared pmw33xx_report_t struct is now directly readable via SPI
transactions instead of individual byte-sized reads, saving multiple
copies and bitshift operations.
* pmw33(89/60)_get_report functions had unreachable branches in their motion
detection logic these have been simplied as much as possible.
* The fast firmware upload option has been removed as this becomes obsolete by
the newly introduced polled waiting functions for ChibiOS polled waiting
* PMW33(60/89)_SPI_LSBFIRST and PMW33(60/89)_SPI_MODE config options
have been removed as they don't need to be configurable.
* All PMW3389 and PMW3360 defines have been unified to a PMW33XX prefix
to reduce code duplication and make the defines interchangeable
* Adjust keyboards to PMW33XX naming scheme
* Use polled waiting on platforms that support it
Due to context switching overhead waiting a very short amount of time on
a sleeping thread is often not accurate and in fact not usable for timing
critical usage i.e. in a driver. Thus we use polled waiting for ranges
in the us range on platforms that support it instead. The fallback is
the thread sleeping mechanism.
This includes:
* ARM platforms with CYCCNT register (ARMv7, ARMv8) this is
incremented at CPU clock frequency
* GD32VF103 RISC-V port with CSR_MCYCLE register this is incremented at
CPU clock frequency
* RP2040 ARMv6 port which uses the integrated timer peripheral which is
incremented with a fixed 1MHz frequency
* Use wait_us() instead of chSysPolledDelayX
...as it is powered by busy waiting now.
* Add chibios waiting methods test bench
* Add missing '(' to print_bin_reverse32 declaration
* Fix insufficient character buffers on satisfaction75
* Remove \0 character in format string and use corrected offset math
instead on rocketboard 16
* Replace snprintf_ with snprintf for djinn

* Print properly escaped version string in command.c, as PRODUCT or
other defines can contain constructs like 'Vendor keyboard 66%' which
will be interpreted as a format specifier
mpaland printf implementation was abandoned in ~2019 and the fork by
eyalroz is now regarded to be the goto replacement of it. So this commit
incoporates the changes needed to use this fork in QMK.
Note that pointer ptrdiff_t is always supported since commit

Supports regular and open-drain output configuration. RP2040 GPIOs are
sadly not 5V tolerant, so this is a bit use-less or needs extra hardware
or you take the risk to fry your hardware.

...when attempting to start a receiving USB transfer. Previously, we would
check on the IN endpoint which is the transmitting part of the USB endpoint.
This is wrong and lead to two USB transfers being started immediately
after each other in case of e.g. RAW HID endpoints:
1. When finishing an OUT transfer the low level USB driver calls the out_cb
callback, which in turn initiates another OUT transfer by calling
qmkusbDataReceived.
2. When the raw hid receive channel runs empty inside the raw_hid task,
another OUT transfer is started to potentially fill the channel again. This
happens by calling ibnotify.
Both events occur directly after each other, thus triggering the bug.

The risc-v toolchain is only available on distributions based on Debian 11+
so we check for their availability before installing them.
* [Core] Fix heap symbols and syscalls for picolibc
picolibc internally uses __heap_start and __heap_end instead of the
defacto chibios linker script standard __heap_base__ and __heap_end__
therefore we introduce these symbols as an alias. Usually all memory
used within QMK is statically allocated, but some algorithms make usage
of malloc and friends.
Also the timeval struct is not defined by picolibc for syscalls, therefore it
is declared as stub.

* Intended usage is data validation in split transport code.
* Default space efficient algorithm.
* Opt-in fast table based algorithmn with #define CRC8_USE_TABLE switch.
* Define switches for size and speed optimized versions, the default is size
optimized by using uint_least8_t as datatype for calculations.
* #define CRC8_OPTIMIZE_SPEED uses uint_fast8_t as datatype for
calculations, this only affects 32-bit Archs like ARM and RISC-V.
* Placeholder crc_init() function for hardware backed crc calculation,
not implemented yet.
